What is Sexual Harassment?

Sexual harassment involves unwanted or unwelcome behavior, which can offend, humiliate and intimidate a person while creating a hostile working environment.

Sexual harassment includes but is not limited to:

  1. Making unwelcome sexual advances
  2. Verbal harassment or abuse, verbal or written communication (it includes narration of sexual incidents, emailing or messaging or showing explicit sexual content in print or electronic form (SMS, Email, Screensavers, Posters, CDs etc)
  3. Request for sexual favors (invitations for sex, requests for going out on dates)
  4. Physical conduct (like touching, kissing, patting, pinching, physical assault like rape etc)
  5. Sexually demeaning attitude (leering or staring at a person’s body

Any of above mentioned acts is included in harassment , if it is unwelcome and is causing interference in work performance or creating a hostile working environment or the harasser attempts to punish the complainant for refusal to comply with his/her requests and makes sexual favors a condition of employment.

Bolo helpline

In April 2018, DUKHTER Foundation launched an Anti-harassment Campaign called “BOLO Helpline”(BOLO is Urdu word meaning Speak-up). It was a grand alliance of 12 different organizations. They included Journalists, Lawyers, Police officials, Psychologists,  Civil Society, volunteer workers and students from all fields of life. The main objective is to support and help “Dukhters” facing harassment but having no backup to fight for them. We address workplace and academic Sexual Harassment issues. 

our findings

In first year, DUKHTER Foundation has received about 20,741 complaints, while, 16981 complaints – 82% of the total – were received from female students of different universities, against professors/lecturers sexually allegedly harassing female students. Surprisingly, the ratio of harassment cases in public sector universities is higher as compared to the private sector universities. In some cases, university anti-harassment committee members are also involved in persecution, stopping  students from reaching out to the management for support and protection.

In the BOLO program, we ensure the privacy of students who file complaints, so much so that even most of our management does not know the real name of the complainants. Valuing self respect of complainants was the priority and keeping confidentiality was our foremost value.

What we earned in these two years is not the Fame, not the big number of followers, not even the big account statement, but the trust of our Daughters !!

BOLO Project now works in 4 dimensions

  1. Awareness sessions for girls/students/working women (on how to deal with harassment)
  2. Awareness sessions for parents (on how to build trust and confidence of their children)
  3. Dealing with harassment cases 
  4. Counselling for the victims of Harassment
